Opening a business in Australia – the challenge of immigrant entrepreneur

There are different avenues for migration. Some migrate as refugees, others as skilled migrants (based on occupation and education), others as spouses or family reunion. Of the different migrating groups, students are faced with work limitations that others are not. This is in spite of the fact that (and we need to do research to prove this) many have the same goals and aspirations here in Australia as other migrants.

Are there any remedies in the visa requirements? Would Australia as a nation benefit from loosening the visa requirements that enable students to change their visa status to start businesses? What changes can or should be made?

(keep in mind that Australia wants to manage its migration and does not want to send the message to the rest of the world that if you get a student visa to Australia, you can easily change to something else).
