Freedom Matters to all people with its importance not restricted to any economic or political domains of a country. People appreciate the role of freedom that it forms the focal point of the power to act as well as the power to think and speak without confines. Freedom, however, is metaphysical and a central in the development process arguable from two points of view.

1.    Evaluative Reason: Evaluation of progressive development depends on the level of freedom of the people.
2.    Effective Reason: Progressive development is a consequence of the free agency of people.
